Gram Sabhas Approving Nicobar Project Lacked Required 50% Quorum

According to recent submissions to the Calcutta High Court, attendance at Gram Sabha meetings in certain villages has significantly fallen short of the mandated quorum requirements. Current rules stipulate that for a Gram Sabha to be considered valid, at least 50% of the adult population must be present. However, data from the hearings indicate that actual attendance has ranged from just 1% to 12% of the total adult population across various villages.

This discrepancy raises concerns regarding the effectiveness of local governance and community participation in these rural assemblies. The Gram Sabha serves as a crucial platform for villagers to voice their concerns, engage in decision-making, and influence local development projects. Low attendance rates may hinder the democratic process at the grassroots level.

Further investigations into the reasons for such low participation could provide insights into barriers that community members face, such as lack of awareness, transportation issues, or potential disenfranchisement.
