CAPF Bill Proposes IPS Officer Deputation for Enhanced Union-State Coordination, Allocates 50% of I-G Rank Positions to IPS Officers

A new legislative proposal has been introduced aimed at nullifying a Supreme Court ruling issued on May 23, 2025. The Supreme Court had instructed the Home Ministry to lead efforts to “progressively reduce” the deployment of Indian Police Service (IPS) officers to Central Armed Police Forces (CAPFs) up to the Inspector-General (I-G) rank over the course of the next two years.

This Bill follows growing concerns regarding the operational autonomy and management structure of the CAPFs, which include forces like the Border Security Force (BSF), Central Reserve Police Force (CRPF), and Indo-Tibetan Border Police (ITBP). The Supreme Court’s decision was intended to address issues relating to staffing and effectiveness within these paramilitary forces.

The introduction of this Bill signals a potential shift in policy regarding the balance of authority between the IPS and CAPFs, raising questions about its implications for governance and law enforcement in India.
