The Pursuit of Recognition in Domestic Work
Karnataka has recently implemented the Code on Wages Rules, which fall under the broader framework established by the Code on Wages, 2019. This initiative is designed to standardize minimum wages, regulate working hours, and outline employer responsibilities. Additionally, the state is in the process of drafting the Domestic Workers (Social Security and Welfare) Bill, which aims to address the rights and welfare of domestic workers.
Despite these significant legislative efforts, domestic workers in Karnataka continue to operate outside the formal workforce. This exclusion raises concerns about their rights, job security, and access to social security benefits. The informal nature of their employment makes it challenging for these workers to benefit from the protections intended by the new laws, as many do not have formal contracts or recorded working hours.
The impact of this situation is noteworthy, as domestic workers often make up a substantial part of the labor force in urban areas, contributing significantly to households while lacking the security and benefits enjoyed by workers in other sectors. Advocates are urging the government to ensure that domestic workers are formally recognized and included in the workforce to guarantee their rights and improve their working conditions.
