Bihar Government considers reforms for higher education with proposed new university act

Bihars higher education sector is poised for significant reforms as a result of a recent high-level meeting presided over by Governor Syed Ata Hasnain. The meeting has led to several pivotal decisions aimed at enhancing the quality and accessibility of higher education in the state.

One of the primary initiatives involves the drafting of a new university law, which is expected to modernize the governance and operations of universities across Bihar. In addition, the government plans to introduce research fellowships and grant opportunities to support academic research and innovation.

Furthermore, the implementation of the Samarth digital platform, designed to streamline administrative processes in higher education, is mandated to be fully operational by December 2026. This initiative aims to improve efficiency and transparency within the educational institutions of the state.

To address faculty shortages and improve teaching standards, centralized recruitment for Assistant Professor positions will be instituted. Alongside this, mandatory faculty development programs will be implemented to enhance professional training and development opportunities for educators, thereby boosting overall academic quality.

These reforms reflect the state government’s commitment to strengthening the higher education framework, fostering a more competitive and capable academic environment in Bihar. The measures are anticipated to create a positive impact on student learning experiences and institutional effectiveness in the coming years.
