India Introduces New Merchant Discount Rate for UPI Transactions Over ₹2,000
In a significant policy shift, the Indian government has announced the introduction of a Merchant Discount Rate (MDR) for instant Unified Payments Interface (UPI) transactions exceeding ₹2,000 (approximately $24). This fee is expected to be applied to merchants and businesses that utilize the UPI system for digital payments.
The UPI platform, developed by the National Payments Corporation of India (NPCI), has revolutionized digital transactions in the country, enabling millions of people to make cashless payments swiftly. Critics of the governments decision argue that imposing fees could undermine the financial inclusivity achieved through UPI, particularly impacting small merchants and consumers who have come to rely on the zero-cost framework for digital transactions.
Several stakeholders, including LPG (liquefied petroleum gas) agencies, have expressed concerns over how MDR will affect their operations. These agencies are reportedly planning to approach the government to voice their objections to the new fee structure.
In response to allegations of external pressure, including claims from U.S. officials, the Indian government has defended its decision. Officials cited the NPCIs recent circular emphasizing the advantages of RuPay, Indias payment system, in the context of this policy change.
Meanwhile, the BharatPe payment platform, which champions the use of UPI, has supported the introduction of MDR, viewing it as a necessary step for the long-term sustainability of the digital payments ecosystem.
However, this development has also spurred legal action, as a petition has been filed in the Supreme Court challenging the governments decision to levy the MDR on merchant transactions over the ₹2,000 threshold, citing concerns over possible adverse effects on the economy and consumer choice.
As the policy unfolds, analysts are closely monitoring its implications for both consumers and businesses within Indias rapidly evolving digital payment landscape.
