Jose K. Mani of Kerala Congress (M) Proposes Multi-Factor Matrix for Equitable Delimitation Formula
The Centre is being urged to develop a comprehensive matrix for determining the delimitation of electoral constituencies in India. This proposed matrix would incorporate multiple factors, including the current population figures, indicators of population growth such as the Total Fertility Rate (TFR), and the existing distribution of Parliamentary seats.
Experts suggest that considering these elements will lead to a more equitable representation in the Parliament, as population dynamics can significantly influence electoral outcomes. The TFR, which measures the average number of children born to a woman over her lifetime, can provide insights into demographic trends and assist in predicting future population shifts.
Delimitation, which is the process of redrawing the boundaries of electoral constituencies, occurs periodically in India to reflect changes in population and ensure that each constituency has a roughly equal number of constituents. The last major delimitation exercise took place in 2008, and the recommendations for a new delimitation approach have gained traction as the country faces shifting demographics.
As the government reviews these proposals, the discussion around fair representation and the impact of demographic changes on the electoral system continues to be a priority for policymakers and citizens alike.
