MNRE Extends ALMM Cell Exemption for Net Metering and Open Access Solar Projects

The Ministry of New and Renewable Energy (MNRE) has announced an extension of the exemption for modules under the Approved List of Models and Manufacturers (ALMM) for specific solar projects. This decision, which supports net metering and open-access solar installations, extends the exemption until December 2026, allowing developers to use various imported solar cells without facing penalties.

The relief comes as the Indian government aims to boost solar energy deployment and ease sourcing constraints for renewable energy projects affected by global supply chain disruptions. The move allows project developers to utilize non-ALMM certified modules until the end of December 2023, ensuring that ongoing and upcoming projects arent stalled due to sourcing challenges.

The extension was prompted by industry concerns regarding the availability of domestically produced solar cells and modules. By allowing the use of imported components, the government hopes to accelerate the development of solar infrastructure in line with Indias ambitious renewable energy targets, which include reaching 500 GW of renewable energy capacity by 2030.

The decision also reflects the governments ongoing efforts to balance domestic manufacturing with the immediate needs of renewable energy developers, ensuring that Indias solar ambitions are not hampered by supply chain limitations.
