Ladakh to Establish Autonomous Hill Development Councils Across All Districts

The Chief Secretary of Ladakh announced the formation of autonomous hill development councils, set to enhance governance and development in all seven districts of the Union Territory (UT). This initiative follows the unions commitment to empower local governance structures, tailored to the unique needs of each district, much like the provisions of Article 371 of the Indian Constitution.

The establishment of these councils is designed to promote local decision-making and improve socio-economic conditions for residents. The councils will be instrumental in managing issues ranging from infrastructure development to environmental conservation, and they are expected to foster a more inclusive governance system.

Additionally, Ladakhs administration will also create 17 new tehsils aimed at optimizing government service delivery. This restructuring is anticipated to significantly reduce travel distances for residents seeking various government services, thus enhancing accessibility and efficiency.

BJPs Gyalson has hailed this development as a “historic milestone” for the region, underscoring the importance of these councils in addressing local challenges and enhancing representation. Meanwhile, the Ladakh Autonomous Hill Development Council (KDA) has raised concerns about potential disparities in tehsil allocations, indicating a need for balanced distribution in governance resources.
