Progress on Comprehensive Occupational Safety and Health Framework for Unorganized Laborers

Efforts to establish a comprehensive Occupational Safety and Health (OSH) framework for unorganized laborers in India are ongoing. Although the initiative aims to enhance the working conditions and safety standards for this significant portion of the workforce, which constitutes approximately 94% of the total labor force according to recent government estimates, the finalization of the framework is still pending.

The need for a robust OSH framework has become increasingly urgent given the vulnerabilities faced by unorganized laborers, who often work in hazardous environments without proper safety measures or health benefits. These individuals include construction workers, domestic help, and agricultural laborers among others, many of whom lack access to basic health and safety protections.

Ministries and labor organizations involved in the development of this framework have been conducting consultations and pilot programs to understand the specific needs of unorganized laborers. Stakeholders are focusing on identifying risks associated with various informal job roles and are working to propose regulations that would ensure safer working conditions.

As discussions continue, it is crucial for the authorities to prioritize the swift implementation of this framework to safeguard the health and well-being of countless vulnerable workers across the country. The anticipated OSH framework is expected to facilitate enhanced labor rights, improved safety protocols, and better access to health services for unorganized laborers upon its eventual rollout.
